The subjectsagreed upon for formal consideration were an-nounced early in April. Such a conference,however, can accomplish much more through itsinformal discussions and its prevailing spirit andatmosphere than through the progress it makesin dealing with its avowed topics of discussion.Many of the familiar themes of former confer-ences reappear on this years programme. Suchquestions as those of copyright, patents, andtrade - marks, sanitary police and quarantine,Pan-American Railway, customs and consularlaw, development of commercial intercourse, nat-uralization laws, the Bureau of American Re-publics, the codification of international law,—all these are well worthy of consideration, andit is reasonably to be hoped that substantial prog-ress may be made with respect to every oneof them.
