This was marked "Pierre Richer", but is most likely Pierre Richet (biography (in french)), , Medical Commander/Lt. Col. Doctor in october 1944[1]. He worked on health in Africa and later in the far East.

Français : Pierre Richet, médecin-chef de la 2e division blindée du Général Leclerc, fondateur et premier secrétaire général de l'Organisation de coordination et de coopération pour la lutte contre les grandes endémies.
