Family members of the slain would-be bombers plan to sue Punjab Province, which is responsible for road maintenance. In Pakistan, cyclists are intended users of the road, and the poor condition of the road allegedly resulted in a bumpy ride for the three men on the bike, making the bomb detonate and killing all three riders.

Punjab transportation officials noted that because the cyclists were not wearing helmets, they were clearly negligent. "We express our condolences to the families of these cyclists," said Public Works Director Mohammed Bashir. "But riders must always remember that cycling is an inherently dangerous activity. If they don't wear the proper safety gear, the state cannot be held responsible for their injuries."
