The 1915 R.L. Polk & Co. directory for Bellingham, Washington shows (on p. 86) Bellingham Harness Co. (at left in this photo) as being at 211 W. Holly and (on p. 294) Northwest Hardware Co. at 213-215 W. Holly. As of 2020, there is a hardware store in what is presumably this building (though much altered) on that site.

So, despite the metadata from University of Washington Libraries, this is certainly Bellingham, not Seattle.

Also, 1900 is almost certainly too early a date, because United States Department of the Interior National Park Service / National Register of Historic Places Registration Form for the Downtown Bellingham Historic District dates that building from 1909.
