English: Title: Legal dodge on Walsh-Healy Act. Washington, D.C., May 13. L. Metcalfe Walling, Administrator of the Public Contracts Division of the Labor Department, told the Senate Labor Committee today that subcontractors had used a 'legal dodge' to avoid compliance with the Walsh-Healy Act. He advocated amendment to the law to prevent 'evasion,' and said that 'the purpose of Congress to promote good labor conditions and equal competition on government contracts has been thwarted'
