CHAPTER XXVII CITIES, TOWNS, AND VILLAGES 206. Classification.—By an Act of the General Assembly passed in 1898, municipal corporations aredivided into three classes, viz., cities, towns, and vil-lages. Those having 5,000 or more inhabitants arecities; those having less than 5,000 and more than1,000 are towns; those having less than 1,000 andmore than 250 are villages. Whenever the municipalauthorities of a city, town, or village represent to theGovernor of the State that the number of inhabitantshas increased or diminished, and that the municipalityis therefore wrongly classified, the Governor mustinvestigate the matter, and declare by proclamationthe proper classification. If the national or Statecensus shows that the number of inhabitants in anymunicipality has fallen below 100, the Governormust abolish the municipality, and it can no longerexercise any corporate powers or functions. 207. Method of Incorporation.—No municipalcorporation can be created with less than 250 inhabit
