If we accept that File:Girl in Native American clothing standing beneath official emblem, Forestry Building interior, Alaska Yukon Pacific Exposition (AYP 370).jpeg is by Frank H. Nowell, then it is hard to see how this could fail to be also his. Same girl, same outfit, in the same building.
