Description Charles Austin, project manager for the U.S. Army Corps of Engineers, and Stacy Samuelson, planner for the Corps, answer questions about the study process and the potential for ecosystem restoration along the Lower Sacramento River Basin during a public scoping meeting Nov. 3, 2015 in West Sacramento, California. The next meeting is scheduled on Nov. 9, from 3 to 7 p.m. at the Yuba County Board of Supervisors Offices, 915 Eighth Street, Marysville, California.
