Per discussion at https://www.facebook.com/joe.mabel/posts/2094197197286250, Seattle historian Rob Ketcherside believes this is actually the demolition of the demolition of Westerman Iron Works on the site, rather than the construction of the new building. 1902-01-04 Seattle Times says "The pwer [sic] station is built on the site of the old Westerman Iron Works, the buildings of which were torn down in May, 1900."

Also a good view of the rear of the Union Block, Washington Building and others just south of Columbia on First Avenue at that time. ---
