Nederlands: Repronegatief. In het topjaar 1929 werkten er in 'het Cultuurgebied' (het Gouvernement Sumatra's Oostkust) ruim 260.000 contractarbeiders. Er waren er 235.000 van Java afkomstig. Contractarbeiders sloten een contract volgens de koelie-ordonnantie (van 1880), waarop een zogeheten 'poenale sanctie' rustte. Dat hield in dat een arbeider die voor de beëindiging van het contract de onderneming verliet ('desertie') met dwangarbeid gestraft kon worden. Vooral in de 'wildwest' periode van de plantage-economie in deze regio was dit niet de enige misstand. De sterfte onder de koelies was zeer hoog en mishandeling ('klapzaken') kwam regelmatig voor. In 1931 werd een begin gemaakt met de afschaffing van de poenale sanctie. (P. Boomgaard, 2001).
