English: The official North Vietnamese recognition of the People's Republic of China on China's 12-nautical-mile territorial waters (4 September 1958) signed by Phạm Văn Đồng and Chu Ân Lai.
Tiếng Việt: Điều tuyên bố trên của Trung Quốc về việc nới rộng biển đảo ra 12 hai lý hoàn toàn phù hợp với đề nghị của Hội Nghị Quốc Tế về luật biển họp tại Geneve từ ngày Từ 24-2 đến 29-4-1958.
Đối với Thủ Tướng Phạm văn Đồng, bức công điện đánh đi có nội dung như sau : “Chính phủ nước Việt Nam Dân Chủ Cộng Hòa ghi nhận và tán thành bản tuyên bố ngày 4 tháng 9 năm 1958 của Chính phủ nước Cộng Hòa Nhân Dân Trung Quốc, quyết định về hải phận của Trung Quốc. Chính phủ nước Việt Nam Dân Chủ Cộng Hòa tôn trọng quyết định ấy và sẽ chỉ thị cho các cơ quan Nhà nước có trách nhiệm triệt để tôn trọng hải phận 12 hải lý của Trung Quốc trong mọi quan hệ với nước Cộng Hòa Nhân Dân Trung Quốc trên mặt bể.” Từ nhiều tuần nay, các học giả, nhà nghiên cứu, chính trị gia, luật gia nói viết nhiều về công điện Phạm văn Đồng ký và gửi ngày 14/9/1958 cho Thủ Tướng Trung Quốc Chu Ân Lai liên quan tới lời tuyên bố của Trung Quốc ngày 4/9/1958 về bề rộng lãnh hải của nước Cộng Hòa Nhân Dân Trung Quốc nới rộng là 12 hải lý bao gồm lãnh thổ trên đất liền và các hải đảo ngoài khơi, Đài Loan và quần đảo Penghu, quần đảo Đông Sa, quần đảo Tây Sa (Xisha tức Hoàng Sa), quần đảo Trung Sa, quần đảo Nam Sa (Nansha tức Trường Sa). |
