Beach Fleabane flower just opening

Summary

[edit]
Description
English: I was unable to identify this unusual plant, but my brother, Martin, a retired science professor, discovered that it is Senecio pseudoarnica.

According to the Alaska Plant Materials Center in Palmer, the plant has many common names, including beach groundsel and seaside ragwort. Growing on gravelly and sandy seashores, beach fleabane withstands the salt spray from the ocean. Senecio pseudoarnica is widely distributed on the shores of the eastern and western Pacific and the western Atlantic oceans. Its leaves were used by the Aleuts to help the healing of wounds. The fleshy stems and leaves were boiled for food. plants.alaska.gov/pdf/plant-flyers/ClamLagoonGermplasmbea...

Is the white material a part of the plant at this stage, or is it a spider web of some kind? I do not know.
