This file is in the public domain because it comes from the Alaska Traffic Manual, which incorporates the federal Manual on Uniform Traffic Control Devices and the Alaska Traffic Manual Supplement (ATMS). The ATM states on its page I-1: "Both the ATMS and the MUTCD shall be consulted when researching traffic control device issues." The federal MUTCD states specifically on its page I-1 that:

SVG development
24 in by 24 in (600 mm by 600 mm) Alaska highway shield, made to the specifications of the 2003 sign design specifications (sign M1-5). Uses the Roadgeek 2005 fonts archive copy at the Wayback Machine. (United States law does not permit the copyrighting of typeface designs, and the fonts are meant to be copies of a U.S. Government-produced work anyway.) Colors are from [1] (Pantone Green 342), converted to RGB by [2]. The outside border has a width of 1 (1/16 in) and a color of black so it shows up; in reality, signs have no outside border. Note: The ALASKA might not be perfect, as the specs do not specify the font, so I had to copy it from the PDF.
