Mr. Chase wrote: If war is to be the consequence of an attempt to provi-sion Fort Sumter, war will just as certainly result fromthe attempt to maintain possession of Fort Pickens. I am clearly in favor of maintaining Fort Pickens, andjust as clearly in favor of provisioning Fort Sumter. If that attempt be resisted by military force Fort Sum-ter should, in my judgment, be reenforced. If war is to be the result, I perceive no reason why itmay not be best begun in consequence of military resist-ance to the efforts of the Administration to sustain troopsof the Union, stationed under the authority of the Gov-ernment, in a fort of the Union, in the ordinary couise ofservice, Mr. Welles wrote: I concur in the proposition to send an armed force offCharleston, with supplies of provisions and reenforce-ments for the garrison at Fort Sumter, and of communi-cating at the proper time the intentions of the Government Chase, Memoran- duin. An attempt to force inprovisions without reenforcing the garrison at the sametime might not be advisable; but armed resistance to apeaceable attempt to send provisions to one of our ownforts will justify the Government in using all the powerat its command to reenforce the garrison and furnish thenecessary supplies. Fort Pickens and other places retained should bestrengthened by additional troops, and, if possible, madeimpregnable. The naval force in the Gulf and on the Southern coastshould be increased.
