Description 428-GX-K-1165588: Bellevue, Washington. Rear Admiral Thomas E. Bass, Commandant of the Thirteenth Naval District, witnesses the signing he oath of office/acceptance of commission for Naval Reserve Merchant Marines by Lieutenant George L. Cary. Lieutenant Cary is the nation’s first naval officer to be commissioned into the Naval Reserve Merchant Marine Program. Commander V.A. J. Winn and Lieutenant T.S. Wolfe are on hand for the signing.
