 Comment 1) The image was geocoded. 2) Though the topic of façade hoists/suspended scaffolds has the notability, currently there were no articles devoted to this topic in English and Russian wikipedias, and, may be, in German Wikipedia (here I’m not quite sure, for my German is very bad).
