I'm not sure: those kinds of things actually serve a reasonable purpose - protection from rain and sun, and don't have a form that suggests any other purpose. That's less of a folly, in the original sense they're named after, than fake ruins, or a huge building made just to satisfy curiosity. This one even has benches inside.
