English: In this letter from U.S. Ambassador to Korea John J. Muccio to Assistant Secretary of State Dean Rusk (see second page at file No Gun Ri 06b - Muccio letter 26 July - Decision to shoot refugees.png), Muccio reports on a meeting involving embassy personnel and top U.S. military staff at which it was decided that U.S. forces would open fire on South Korean refugee groups that approach their lines despite warning shots. The meeting took place on July 25, 1950, one day before the large-scale killing of refugees began at No Gun Ri. Not until 2007 did the Pentagon acknowledge it had deliberately omitted this document from its 2001 No Gun Ri investigative report, in which it said there was no such policy of targeting civilians in 1950. |
