Letter from James Washington Mask, Jr. of Hamlet, North Carolina, to President Roosevelt inquiring why Colonel Davis was not promoted when "more than one hundred White Colonels" were elevated to the rank of brigadier general. Reference is made to the recently enacted Selective Training and Service Act which Roosevelt signed had into law on September 16, 1940, and the "discouraging" effect such apparent discrimination would have on "the twelve millions of Negro Citizens of the U.S. on the eve of Natioinal Conscription." (English)
