Moved off Commons

While this work is in the public domain in the United States, Commons usually wants the work to be in the public domain in its origin country as well. Since E. H. Shepard lived until the 1970s, this work will be copyrighted in the United Kingdom until the 2040s. For that reason we should consider moving it off of Commons.
