The labels chart on this chart are apparently off by one year. For example, where the label says 1.12.2008, the data is from one year later than that (1.12.2009).
Looking at the labels on the chart, it would appear that consumer confidence hit a bottom in very early 2008 and rose the rest of 2008. That is actually the pattern from 2009.
