Wilson44691, site [1], that you refer to, seems to be yet another case of providing interpolated or extrapolated data at any coordinates based on inadquate source data. E.g. Kiviõli data is a gross non-sense. You can check some actual (measured) sealevel data on coast of Hiiumaa here. As you can see it changes by considerable degree, but twenty-four-hour tidal component isn't really distinguishable. Since tidal amplitude is so small then no one really considers landforms or other objects around Estonia as "tidal".
