Is that Punch on the right?[edit]

The figure on the left is obviously a representation of the RNLI, but is the character on the right raising a toast Mr. Punch himself, representing the magazine as an institution? I was going to update the description, but I want to be sure first. He's wearing the wrong clothes to be Mr. Punch, but that makes sense in context.
