congratulations to a well-deserved Nobel Peace Prize. I am Mathias 
Schindler, author within the Wikipedia Encyclopedia, a freely licenced 
encyclopedia in more than 100 languages. I am currently updating the 
articles on both the IAEA and Dr. ElBaradei in the German language 
edition of the Wikipedia at

Can the picture of Dr. ElBaradei at 
http://www.iaea.org/About/images/elbaradei.zip be considered public 
domain? It is standard procedure for media usage at wikipedia to link to 
the source and to cite the creator of a picture (who is not provided in 
this case by name, we would credit iaea in general instead).
