Timezone for Public Domain release[edit]

Hello and Happy New Year! 🎉 I'm quite new to media getting released in Public Domain and I'm not sure on which time zone Wikimedia Commons is set (I know it's already 2024 in timezones of the USA or my resident country). Promotional watermark but better quality?[edit]

Heritage Auction seems to provide a high resolution and quality version of this (public domain) cultural heritage poster (2080 px × 3000 px), but put a watermark on it? Is it usable on Commons? The description says this poster was released between Nov 1928 and Dec 1929. It could be still in copyright. I ask this because Mickey here is wearing gloves and he doesn't wear gloves in the 1928 shorts. He only started wearing gloves in a 1929 short. I wonder if the copyright renewal provision applies here. Was the copyright renewed after 28 years? If not, this poster went public domain in 1957. If yes, then the copyright lasts 95 years.
