Clarification needed

One wonders why the Czech Republic and Latvia are singled out amongst Western democracies as 'non-religious'. Are they demonstrably less religious than, say, Denmark or Belgium? Is there a lack of popular religiosity combined with a wholly secular state that is unique to these two?
