This is actually a 1297 Magna Carta, residing at the National Archives in Washington DC: http://www.archives.gov/exhibits/featured_documents/magna_carta/

When people discuss the Magna Carta, it is generally assumed you are referring to the original, unless you specify a later edition/reissue. This is why I uploaded a high resolution image of one of the four surviving copies of the original 1215 Magna Carta over the previous uploads (from two different, later versions of the Magna Carta, including the 1297 that you were referring to). It appears that the British Library Board claims copyright in this image: see the source given for the file on the main page: Magna Carta Manuscript Viewer. The Board's terms of use do not permit reproduction without permission. This is presumably valid in the UK. Whether the image would be public domain in the US may be a different question.
