Permission / license vs template?

Excuse my ignorance. I am informed by Nikbot that a the creative commons license (as it is listed at flickr) is not sufficient permission.

I will try to determine why it is not. (Meanwhile a human editor may check the link to Flickr copy of image to verify the rights.)
