Based on the image and the tail number 038249, I believe the uploader meant to say that this aircraft is a Royal Lao Air Force (RLAF) T-28D. This document http://www.utdallas.edu/library/uniquecoll/speccoll/Leeker/123b.pdf shows a picture of a "RLAF T-28D 038249" running into a C-123 at Long Tieng.
