From Dorothea Lange's "Migrant Mother" Photographs in the Farm Security Administration Collection: An Overview:

There are no known restrictions on the use of Lange's "Migrant Mother" images.

From U.S. Farm Security Administration/Office of War Information/Office of Emergency Management/Resettlement Administration Black & White Photographs: Rights and Restrictions Information:

Most photographs in this collection are considered to be in the public domain; however, labels on a few images indicate that they may be restricted. Privacy and publicity rights may also apply.
...
Publication and other forms of distribution: Permitted. Most photographs in this collection were taken by photographers working for the U.S. Government. Work by the U.S. Government is not eligible for copyright protection (see page 5 of the Copyright Office's Circular 1, "Copyright Basics"). However, the FSA occasionally and the OWI frequently bought or otherwise obtained some photographs from other sources. All known information about the source of the images is found in the labels on the photographs. Patrons are advised to check for copyright before publishing or otherwise distributing photographs credited to other sources. Privacy and publicity rights may also apply.

Copyright notices abound where this image is found, but there's no clear indication that such notices refer to the original work. They might refer to the collection or they might stake a claim (generally invalid in the U.S.) to the copy of the original work. Absent a specific and authoritative claim to this work, I believe it's clear that this work and all of Lange's work for the Resettlement Administration are in the public domain. —Danorton (talk) 14:54, 25 April 2009 (UTC)[reply]
