Note: From this discussion with Admin Lupo, I will pass this image since this is an old 2008 image and the panoramio owner did say on the Panoramio link that this image can be used on wikipedia. Since 2009, all flickr/picasa/panoramio images would need OTRS permission. But this is not a 2009 image and there is a typed permission for the use of this image by the copyright owner (R. Msadek) for his/her photos on May 23, 2008 on this panoramio link here: http://www.panoramio.com/photo/5805613 which states “Affirmative,surement et avec plaisir l'honneur est a nous et tout ce qui peut faire du bien au monde et a wikipedia et nous sommes a votre service avec le plus grand plaisir .Amitiés Rached Msadek” & “Dacord cher DrFO.Jr.Tn mais ayez la patience de me les signaler s v p ,et si possible un petit renseignement sur votre honorable personnalitée car wikimedia on connait et votre honneur on a le plaisir de vous connaitre. So, the copyright owner gives permission for his photos to be used on wikimedia commons/wikipedia. This is clear permission which would be acceptable in 2008 when the requirement for OTRS was not strict compared to 2009 onwards. But the problem is the copyright permission extends ONLY to wikipedia and not to any other website which is Not an acceptible licensing option for Common's requirements. Will the copyright owner allow her images to appear on facebook or in a newspaper for instance? Maybe or maybe not. One hopes so but we just don't know.
