Note the one-word Gothic notation in the top-left corner, "Judei." This is meant to be a defining characterization of this subset of their population. Now consider the emphasis on their differences compared to their Christian contemporaries: the high-peaked hats, the different style of robes--very "other." And finally, look at the two characters behaviors, remembering that this is meant to be defining: both are speaking to another or others, gesticulating with both hands, and the man on the left is so eager to insert himself in this conversation that he not only pointedly steps between the other speaker and the out-of-frame third party, he is stepping on the right-hand man's foot, as well. Considered in its entirety, this image appears to be as racist and aggressively propagandistic as any depiction of black people, Asian people, or Romani from the same era.
