The NY State DOS website has a version of the flag on it that looks as if someone took the vector file from wikipedia/wikimedia and made some tweaks, like making the scroll appear more "silver" instead of white.
Technically the scroll is "Argent" (silver) as per New York State Law, Article 6, Section 70: "Motto: On a scroll below the shield argent, in sable, two lines. On line one, Excelsior and on line two, E pluribus unum."
