Good questions. I left in a rush this morning, so I just added the CMYK specifications now. Pantone is a proprietary colour space that in many ways is a standard. Those colours aren't useful to me either, but I figured I would add them for clarity.
I got the hex values from converting the CMYK values here. I'm not sure if there's a more official or legitimate way to do things, but it seemed like the best thing to do, and it's certainly more accurate than just choosing the yellow and red that whoever uploads the flag finds most pleasing.
