This cat is clearly NOT feral. She has the neutering scar and her hair is shaven on her belly. In nearly all cases it is the sign of neutering, probably a week before this photo was taken.
She can be a TNR cat ( http://en.wikipedia.org/wiki/Trap-Neuter-Return ), but in this case her left ear should be cutted, to sign another animal savers that she doesn't need another trapping.
