Code adjustment

{{Edit request}} As it appears only administrators can upload new versions of this file, I request that the SVG be slightly modified to reflect the official color of the emblem per official party guidelines (change current hex #DE2910 to #ED2C25). Additionally, I request that the code be optimized similarly to File:Danghui golden.svg and/or File:Flag of the Chinese Communist Party.svg. Change the name of this file——是否更改本文件的名称

Is the name "danghui" inaccurate? This pinyin means "party emblem" in Chinese, but some people don't know whether it refers to the KMT's "Qingtian Bairi party emblem" or the CCP's "sickle and hammer party emblem", so it is necessary Rename.
