It was done by the San Francisco Board of Supervisors. They passed a sign ordinance in 1973. A Google search turned up this journal.[1]
"Doda's likeness, depicted on a forty-foot sign complete with red, illuminated ... mate” sex-related businesses like strip clubs and massage parlors encouraged ...... lobbied successfully in 1973 for an ordinance forbidding the display of signs .... pornography zoning ordinance in San Francisco. ..."
