I called the Mayor's office for license clarification today. I believe I was told that it is free to use by the person that I talked to within the office, but was transferred and left a message for the person in charge of the flag contest (somewhere else in the Mayor's office)... inquired in my message about having an email sent to VRT or for better clarification on the city webpage.
