How to find this image's creator on Wikimedia Talk?[edit]

Sorry if this is the wrong place to ask this, but I need to contact R J Higginson to ask for his permission, as requested, to use this file. However, while the notes say to contact him on his Wikimedia Talk page, there is no indication of how to do that. How does one find a creator's Wikimedia Talk page? Thank you for your help.
