The image shown does not match the title. Also, the signature Shūtei 秋亭 is listed in Roberts "A Dictionary of Japanese Artists" page 159

   Shūtei (fl. c. 1820) Biog: Ukiyo-e printmaker. Worked in Kyoto. Made actor prints colored with the aid of stencils (kappa-zuri).
   Coll. Musees, Victoria.

The women in this print seem to be women from Ōhara village (ōharame), which was a common subject for Kyoto artists.

Also, no real sign of an artist named Sōkoko Kō II. Roberts page 166 lists a Sōkoku 崇谷 with name Kō but omits the character for Kō.
