Switzerland[edit]

The Swiss Confederation was not a single federal state until 1848. It was a loose association of sovereign states. Each cantons had their own armies, borders, currencies etc. Furthermore, all the dicisions needed unanimity and it had not a proper parliament and government. A confederation is not a state.
