Another contributor removed theI am sorry this contributor didn't offer a fuller explanation for their challenge. The {{PD-Afghanistan}} tag is intended for works published in Afghanistan -- not for works that are official publications from a government of Afghanistan.
Afghanistan is not a signatory to any international copyright agreements, and has no domestic copyright law. I think, in our discussions of this situation, we have come to the conclusion that works published in Afghanistan are in the public domain, whoever published them.

A contributor placed a {{Copyvio}} notice on this page -- an inappropriate one I believe.
