Morgan Jr., deputy Chief of Naval Operations for Information, Plans and Strategy, takes a question from Houston-area business and civic leaders during a "Conversation with the Country." The series of public events is designed to present the first major direction change since the Cold War in how the Navy, Marine Corps and Coast Guard cooperate. Recognizing that world prosperity and security depends on free use of the seas, the three services will operate jointly to provide the right balance of forces to conduct traditional combat and humanitarian missions and raise the prevention of war to a level equal to the conduct of war.
