England and his wife, accompanied by British Ambassador, Sir David Manning and his wife, look on as the British frigate HMS Cornwall (F 99) crew, performs a traditional sunset flag-lowering ceremony. The Secretary and Ambassador also toured Constitution, Bunker Hill, and were honored guests at a reception held aboard HMS Cornwall.
