Description
English: CONTINGENCY OPERATING LOCATION Q-WEST, Iraq - Lt. Col. William B. Smith Jr., a Hattiesburg, Miss., native with the 2nd Battalion, 198th Combined Arms and the mayor here, and Col. Larry Phelps, the commander of the 15th Sustainment Brigade and Greenville, Ala., native, discuss cigars with a local national and cigar shop worker during the grand opening of the cigar shop here Oct. 14. The shop is a part of the Iraqi Based Industrial Zone program, which designates areas on coalition operating bases for local nationals to open businesses. (U.S. Army photo by Staff Sgt.
