Understanding the chart[edit]
The chart shows how the share of total federal government spending due to mandatory programs has increased, while the discretionary program share has declined.
- Mandatory spending includes programs such as Medicare, Medicaid, and Social Security. The spending is based on laws passed in previous years and is paid to qualified beneficiaries. It has been growing as the U.S. population ages and healthcare costs increase per person.
- Discretionary spending includes Defense and the Cabinet Departments. It requires annual renewal as part of the budget process.
Source data[edit]
The chart was created from CBO historical table information, which can be downloaded into Excel. CBO provides the amounts of discretionary and mandatory spending; the percentages were computed by this author.[1]
The data is from tab 3. Offsetting receipts and interest are excluded from the computation. Including these has little change on the figures, about a 1% swing in 2014 (66% and 34% in 2014 rather than 67% and 33% as shown in the chart).
