He is a member of the Cabinet, and is appointed, likeall department officers, by the President, by and with the con-sent of the Senate. He has two Assistant Secretaries at a salaryof ;^4,500 each. The Secretary must manage the collection ofall revenue and lay plans for supporting the public credit; orderand keep all public accounts; grant warrants for moneys appro-priated by Congress; audit accounts of receipts and disburse-ments ; collect all commercial statistics ; report annually to Con-gress, or whenever called upon, his methods of management,results and recommendations. For his assistance in the discharge of these multifarious andresponsible duties he has a corps of officers, clerks and assistantswhich number over 3,000.
