The next section of the book is devoted tostray comment upon China and the Chinese,their psychology and home environment, theirrelations with other peoples, and many otherbits of information which help to an under-standing of the life and outlook of the Chineseamong us. JUVENILE CRIME AND COM-MUNITY MORALEBACK of the Chicago stockyardsjuvenile delinquency showed a con-siderable increase during the first sixmonths of the war. The police reported50 per cent more arrests of young of-fenders during that period, and the ju-venile court and the Juvenile ProtectiveAssociation also reported increases incrimes by young people. The settlements of the city were un-willing to have another summer vacationgo by, offering leisure for mischief, with-out trying to counteract the influencesthat are thus finding proverbial employ-ment for idle hands. Accordingly aconference of agencies interested in boyswas called at the University of ChicagoSettlement to plan for a cooperative pro-gram that would provide new andvaried activities for young people. Outof this conference grew a Summer Com-munity Recreation Committee, composedof twenty-five agencies, social, civic, re-ligious, educational and business. Previ-ously the packing firms had organized aCommunity Clearing House,
