The terminals of the Central London Railroad, and also itspermanent way, are under the charge of the Ways and WorksEngineer. E. P. Grove, the chief engineer, is responsiblefor the third-rail and track-rail bonding, and also for thelighting of the tunnels. To him it seemed that this work ofhis department could be carried out far better if there wereimproved lighting, and further that the lighting of the tunnelswould be more complete if the walls of the tunnels werewhitened so as to diffuse the light, which otherwise was con-fined to the immediate neighborhood of the lamps themselves.
