Unless "Dexter Horton Bank Building" refers to something that later had another name, that's probably an error on the part of UW Libraries. The present-day Dexter Horton Building was built over a decade after this photo. Someone may have been confused by the Hoge Building, which is prominently visible here and not mentioned in their description.
